Shovels can be bought at the material vendor. To locate the nearest material vendor, press the scythe icon right next to the map. This will point you towards the closest material vendor. Once you talk to the stable keeper, press 1 or “NPC Shop”. The shabby shovel is the shovel you want. Make sure to buy multiple, I usually buy 500 or so.
