Bears can be found South-East of Velia in Balenos Forest(near Heidel Pass).
If you are doing the Bartali quests this is the one you need.
They can also be found in South-west of Velia near Lynch Ranch Mountain.
There’s also one that spawns by the bloody monastery and one that spawns by the farms in Velia
In Mansha’s Forest, there are Red Bears.
